THOMAS DUFFY

Thomas is an Associate in the Planning Environment, Local Government and Public Sector Team at Harwood Andrews.

Thomas specialises in statutory and strategic planning, heritage, renewable energy, development and infrastructure contributions, affordable housing, transport planning matters, and regularly acts for both public and private sector clients.

Thomas has assisted in various matters before the Victorian Civil and Administrative Tribunal, the Supreme Court of Victoria and Court of Appeal.

Thomas provides strategic, considered and practical legal advice on a wide range of planning and environment matters, and regularly prepares and negotiates section 173 Agreements.

Thomas joined Harwood Andrew at the start of 2026 having previously gained experience in the public sector at the Department of Transport and Planning, providing advice and recommendations to various statutory decision-making bodies. Thomas completed his studies at Monash University with a Bachelor of Science, Master of Environmental Management and Sustainability, Master of Laws (Juris Doctor), and studied at the College of Law (Graduate Diploma of Legal Practice, 2022).
