Kate is a Principal at Harwood Andrews in the Planning, Environment and Local Government team, based in their Melbourne office.

Kate has practised in Planning and Environment Law for over 15 years and has been consistently identified in Doyle’s Guide as a Recommended Town Planning and Development Lawyer in Victoria since 2019.

Kate acts for State and local government and private clients in metropolitan and regional Victoria.

She regularly appears in a variety of planning matters at VCAT and before Planning Panels and Advisory Committees and has significant experience advising clients on a broad range of planning and governance issues.

Kate has developed a particular interest and expertise in working with clients to navigate large strategic planning matters including where Environmental Effects Statements are required. Of particular note, Kate has represented:

  • Mornington Peninsula Shire Council in relation to the EES process for the AGL & APA Gas Import jetty and Crib Point-Pakenham pipeline in 2020.

  • Manningham City Council in relation to the Inquiry and Advisory Committee for the North East Link Project EES in 2019.

  • Peninsula Shire Council in relation to the Advisory Committee to consider Kaufland supermarket proposal in 2019.

  • Minister for Planning in relation to the Fishermans Bend Planning Review Advisory Committee and draft Amendment GC81 to the Melbourne and Port Phillip in 2018.

  • Hobsons Bay City Council in relation to the Inquiry and Advisory Committee hearing for the West Gate Tunnel Project EES in 2017.

 Kate has also represented clients in numerous VCAT cases in the Planning & Environment List including:

  • Representing Hume City Council successfully in two successive VCAT appeals against refusals of a residential hotel proposal in Westmeadows.

  • Successfully representing VicRoads in relation to a VCAT appeal against a refusal to grant a permit for electronic advertising signage at a major intersection on the Princes Highway, Springvale.

  • Successfully representing Mornington Peninsula Shire Council in a VCAT appeal against Council’s decision refusing to extend a planning permit where warehousing of the permit was an issue.
